CHANGE ORDER INVESTIGATION FOR KENTUCKY TRANSPORTATION CABINET

I wrote my most recent column on a report that Bobby Russell, Former Inspector General for the Kentucky Transportation, submitted to the department on September 28, 2004. Many people have asked me to see a copy of the report that I reference in the column.

The report was not released to the public until May 3, 2005. It was part of an extremely large report by the Department of Transportation.

I am enclosing, in PDF format, a copy of the first page of the final report and the first 32 pages of the larger report.

Pages 19 to 33 contain the report that Inspector Russell submitted.

Since the larger report was released on the week before the Kentucky Derby, it did not receive a great deal of media attention.
